<p>♣ New changes have been introduced in Indian Civil Service Examinations.<br />
Introducing a level-playing field for aspirants of India&#8217;s elite<br />
services &#8212; IAS, IFS, IPS and others &#8212; the Union Public Service<br />
Commission (UPSC) has come out with a new syllabus for the 2011<br />
preliminary examination, which, besides aptitude and other skills,<br />
will also test candidates on their knowledge of &#8220;environmental<br />
ecology, biodiversity and climate change&#8221;.</p>
<p>The aspirants will also be tested for English language comprehension<br />
skills. As of now, the English language test is part of qualifying<br />
papers without having any weightage in the civil services (Main)<br />
examination. But its introduction in the preliminary level could mean<br />
a brighter chance for all those whose English language skills are<br />
better, to qualify for the Main.</p>
<p>The new syllabus will have two common papers with equal weightage (200<br />
marks each), unlike the current system which gives more weightage to<br />
subject paper (300 marks) than the common general awareness paper (150<br />
marks). It will replace the present system, which has been in force<br />
since 1979.</p>
<p>The proposal to change the system had been pending for long as most of<br />
the government panels had advocated greater emphasis on &#8220;aptitude&#8221; of<br />
candidates than knowledge of their subjects, arguing that the<br />
specialists or experts of any particular subject may not necessarily<br />
be good civil servants unless they have actual inclination towards<br />
it.</p>
<p>&#8220;The new syllabus will provide a level-playing field and equity, since<br />
all candidates will have to attempt common papers unlike the current<br />
format which provides for only one common paper,&#8221; an official said.<br />
The first paper under the new syllabus will be more or less like the<br />
current general awareness paper, with additional issues such as<br />
climate change and biodiversity.</p>
<p>The second paper &#8212; being introduced by replacing the optional<br />
(subject) paper &#8212; will have aptitude, data interpretation and English<br />
language comprehension skills, which is more or less on the lines of MBA entrance test in India.</p>
<p>The second paper comprises general comprehension; inter-personal<br />
skills, including communication skills; logical reasoning and<br />
analytical ability; decision making and problem solving; general<br />
mental ability; basic numbers and their relations (secondary level)<br />
and data interpretation (charts, graphs, tables and data sufficiency).<br />
The English language comprehension skills will also be of secondary<br />
level.</p>
<p>The first paper, on the other hand, will test civil services aspirants<br />
on current events of national and international importance, Indian<br />
history, Indian and world geography, Indian polity and governance,<br />
economic and social development and general science, besides<br />
environmental ecology, biodiversity and climate change that do not<br />
require subject specialization.</p>
<p>The new syllabus is only meant for the preliminary examination, which<br />
shortlists candidates for the CS (Main) Examination, being conducted<br />
every year by the UPSC.</p>
<p>&#8220;The syllabus for the CS (Main) Examination will also be changed in<br />
due course. As of now, the existing syllabus will be used for the Main<br />
examination in 2011 as well,&#8221; a senior official of the ministry of<br />
personnel said.</p>
<p>The second part of the test will be like an aptitude test, as<br />
mentioned more or less like a management aptitude test.</p>

<p>What is an Aptitude Test?<br />
A test designed to assess the ability of the candidate including<br />
mental alertness, power of assimilation, clear and logical expression,<br />
balanced judgement, ability to lead coordinate and guide etc.<br />
It will include:<br />
•       Quantitative Aptitude<br />
•       Data Implementation  &#038; Sufficiency<br />
•       Verbal and non verbal reasoning<br />
•       Verbal ability<br />
•       Reading ability<br />
•       Comprehension<br />
•       Awareness of science, current affairs<br />
•       Awareness of Administration<br />
It is a type of Psychometric Test and will also be used to test the<br />
personality of the candidate.</p>
<p>Structure of Civil Service Aptitude Test [CSAT]</p>
<p>CSAT will consist of two papers as under:</p>
<p>(Paper 1) (200 marks) &#8211; Duration: Two hrs.</p>
<p>•         Current events of national and international importance<br />
•         History of India and Indian national movement<br />
•         Indian and World Geography- physical, social, economic<br />
geography of India and the world<br />
•         Indian Polity and governance – constitution, political<br />
system, panchayati raj, public policy, Rights issues, etc.<br />
•        Economic and social development – sustainable development,<br />
poverty, inclusion, demographics, social sector initiatives etc.<br />
•         General issues on environmental ecology, bio-diversity and<br />
climate change-that don’t require subject specialization<br />
•        General science.</p>
<p>(Paper II) (200 marks) – Duration : Two hrs</p>
<p>•         Comprehension<br />
•         Interpersonal skills including communication skills<br />
•         Logical reasoning and analytical ability<br />
•         Decision making and problem solving<br />
•         General mental ability<br />
•         Basic numeracy (numbers and their relations, orders of<br />
magnitude etc. (Class X level), Data interpretation (charts, graphs,<br />
tables, data sufficiency etc. –Class X level)<br />
•         English language comprehension skills (Class X level)</p>

			<content:encoded><![CDATA[<p>IIST Admission Test (ISAT-2011) – Brief Information<br />
Admissions to the undergraduate programmes (B.Tech.) at IIST for the year 2011 will be made through an All India Admission Test (ISAT-2011). A brief information about ISAT – 2011 is given below. More detailed information will be available at the ISAT-2011 website from 1st November 2010.<br />
B.Tech. Programmes<br />
1. B.Tech. in Aerospace Engineering: It is similar to programmes of the same title available in many reputed Institutions in India and abroad. The programme in IIST is oriented towards the needs of space technology, and has significant overlap with Mechanical Engineering including Mechanical Design and Manufacturing Science and Space Dynamics. People with B.Tech. degree in Aerospace Engineering can further specialize in Flight Mechanics, Aerodynamics, Thermal and Propulsion, Structure and Design, and Manufacturing Science.<br />
2. B.Tech. in Avionics: The programme covers what is typically covered in Electronics and Communications programmes and in addition, provides exposure to Advanced Electronics in digital and communication, control systems and computer systems used in aerospace systems. People with B.Tech. degree in Avionics can later specialize in areas like DSP, RF &#038; Communication, Antenna, Power Electronics, Micro Electronics, Control System etc.<br />
3. B.Tech. in Physical Sciences: This programme is oriented towards application of basic sciences in Space Science, Space Technology and Space Application. The programme lays a strong foundation in Physics, Chemistry, Mathematics and gives exposure to important applications of space technology such as Remote Sensing and GIS, Astronomy and Astrophysics, and Earth System Sciences. People with B.Tech. degree in Physical Science can later specialize in areas like Atmospheric and Ocean sciences, Solid Earth Science, Astronomy and Astrophysics, Remote Sensing &#038; GIS, and Chemical Systems. The curriculum will have the best blend of basic science and engineering.<br />
Intake<br />
The total number of seats for the undergraduate programmes in IIST for the year 2011 is 156. The branch-wise distribution of seats is as follows:<br />
B.Tech. in Aerospace Engineering: 59 seats<br />
B.Tech. in Avionics: 58 seats<br />
B.Tech. in Physical Sciences: 39 seats<br />
Schedule of ISAT-2011<br />
The examination will be held on Saturday, 16th April, 2011 between 09:30 AM to 12:30 PM (IST)<br />
(The schedule will remain unaltered even if the above date is declared a public holiday).<br />
Type of Examination<br />
The question paper will be of objective type and will consist of three separate sections on Physics, Chemistry and Mathematics. The detailed syllabi based on which ISAT-2011 will be conducted, for the three subjects, namely, Chemistry, Mathematics, and Physics will be included in the ISAT – 2011 Brochure which will be available in ISAT-2011 webpage from 1st November, 2010.<br />
How to Apply<br />
Candidates can apply on-line only. The online application form will be available from 10:00 AM on 1st November 2010 to 11:30 PM on 31st December 2010 at the IIST website. Candidates will be guided at this stage about how to complete the application process, remit examination fee etc.<br />

ISAT-2010 is planned to be conducted in the following twenty two cities of India:<br />

Examination Fee<br />
Student desirous of taking entrance test ISAT-2011 shall have to pay examination fee as under:<br />
GEN/OBC male candidates: Rs.600<br />
SC/ST/PD and all female candidates: Rs.300<br />
ELIGIBILITY FOR ISAT-2011<br />
Candidates must make sure that they satisfy all the eligibility conditions given below for appearing in ISAT-2011:<br />
1. Citizenship<br />
Only Indian citizens are eligible to write ISAT-2011.<br />
2. Date of Birth<br />
The date of birth of candidates belonging to GEN, OBC categories should be on or after October 1, 1986, while the date of birth of those belonging to SC, ST and PD categories should be on or after October 1, 1981.<br />
(The date of birth as recorded in the high school/first Board/ Pre-University certificate/or its equivalent will be accepted).<br />
3. Year of passing Qualifying Examination (QE)<br />
A candidate must have passed the QE ( 10 + 2 ) for the first time, in the calendar year 2010 or 2011. Those who are going to appear in the QE after July 1, 2011 or expecting the results of QE later than July 1, 2011 are not eligible to apply for ISAT-2011.<br />
4. Minimum Percentage of Marks in Class X or equivalent examination.<br />
Candidates belonging to GEN and OBC categories must secure at least 70% marks in aggregate in their Class X or equivalent examination, while, those belonging to SC, ST and PD categories must secure at least 60% marks in aggregate in their Class X or equivalent examination.<br />
5. Minimum Percentage of Marks in 10 + 2 or equivalent examination<br />
Candidates belonging to GEN and OBC categories must secure at least 70% marks in the aggregate in their Physics, Chemistry and Mathematics (PCM) papers in their QE, while, those belonging to SC,ST and PD categories must secure at least 60% marks in the aggregate in their PCM papers in their QE.<br />
6. RESERVATION OF SEATS<br />
As per Government of India rules candidates belonging to certain categories are admitted to seats reserved for them based on relaxed criteria. These categories are:<br />
* Scheduled Castes (SC)<br />
* Scheduled Tribes (ST)<br />
* Other Backward Castes (OBC) belonging to Non-Creamy Layer (NCL)<br />
* Physically Disabled (PD) candidates.</p>

<p>o    For Air Force Academy: Unmarried male candidates born not earlier than 2nd January, 1989 and not later than 1st January 1993 only are eligible.</p>
<p>o    For Officers&#8217; Training Academy &#8211; (SSC Course for Men): Male candidates (Unmarried or Married) born not earlier than 2nd January, 1987 and not later than 1st January 1993 only are eligible.</p>
<p>o    For Officers Training Academy &#8211; SSC (Women Non- Technical) Course:  (a) Unmarried Women, issueless widows who have not remarried, and issueless divorcees (in possession of divorce documents) who have not remarried are eligible. <p><strong>Eligibility</strong>: Applicants should be graduates with at least a three year bachelors degree in any discipline obtained through the 10+2+3 system or an equivalent qualification recognized by the Association of Indian Universities (AIU) with minimum 50% aggregate marks (45% for SC/ST/PD) or equivalent CGPA.</p>
<p>Candidates appearing for the final year graduation examination are also eligible to apply provided they complete it before June 30, 2011.</p>
<p><strong>Selection Process</strong>: Candidates will be shortlisted on the basis of CAT score.  They will then be called for Group Discussion and Interview at IIFM, Bhopal during March/April 2011.</p>

			<content:encoded><![CDATA[<p>Common Entrance Examination for Design (CEED) is an all India Examination conducted by IIT Bombay, on Sunday, 16th January 2011 (Time: 14:00 to 17:00) on behalf of the Ministry of Human Resource Development, Government of India.<br />
CEED is a qualifying examination for admission to Master of Design (M.Des.) Programmes at IISc Bangalore, IIT Bombay, IIT Delhi, IIT Guwahati and IIT Kanpur, and Ph.D. Programmes in Design in some of these Institutes, for the Academic Year 2011- 2012.</p>
