♣ New changes have been introduced in Indian Civil Service Examinations.
Introducing a level-playing field for aspirants of India’s elite
services — IAS, IFS, IPS and others — the Union Public Service
Commission (UPSC) has come out with a new syllabus for the 2011
preliminary examination, which, besides aptitude and other skills,
will also test candidates on their knowledge of “environmental
ecology, biodiversity and climate change”.

The aspirants will also be tested for English language comprehension
skills. As of now, the English language test is part of qualifying
papers without having any weightage in the civil services (Main)
examination. But its introduction in the preliminary level could mean
a brighter chance for all those whose English language skills are
better, to qualify for the Main.

The new syllabus will have two common papers with equal weightage (200
marks each), unlike the current system which gives more weightage to
subject paper (300 marks) than the common general awareness paper (150
marks). It will replace the present system, which has been in force
since 1979.

The proposal to change the system had been pending for long as most of
the government panels had advocated greater emphasis on “aptitude” of
candidates than knowledge of their subjects, arguing that the
specialists or experts of any particular subject may not necessarily
be good civil servants unless they have actual inclination towards
it.

“The new syllabus will provide a level-playing field and equity, since
all candidates will have to attempt common papers unlike the current
format which provides for only one common paper,” an official said.
The first paper under the new syllabus will be more or less like the
current general awareness paper, with additional issues such as
climate change and biodiversity.

The second paper — being introduced by replacing the optional
(subject) paper — will have aptitude, data interpretation and English
language comprehension skills, which is more or less on the lines of MBA entrance test in India.

The second paper comprises general comprehension; inter-personal
skills, including communication skills; logical reasoning and
analytical ability; decision making and problem solving; general
mental ability; basic numbers and their relations (secondary level)
and data interpretation (charts, graphs, tables and data sufficiency).
The English language comprehension skills will also be of secondary
level.

The first paper, on the other hand, will test civil services aspirants
on current events of national and international importance, Indian
history, Indian and world geography, Indian polity and governance,
economic and social development and general science, besides
environmental ecology, biodiversity and climate change that do not
require subject specialization.

The new syllabus is only meant for the preliminary examination, which
shortlists candidates for the CS (Main) Examination, being conducted
every year by the UPSC.

“The syllabus for the CS (Main) Examination will also be changed in
due course. As of now, the existing syllabus will be used for the Main
examination in 2011 as well,” a senior official of the ministry of
personnel said.

The second part of the test will be like an aptitude test, as
mentioned more or less like a management aptitude test.

What is an Aptitude Test?
A test designed to assess the ability of the candidate including
mental alertness, power of assimilation, clear and logical expression,
balanced judgement, ability to lead coordinate and guide etc.

Structure of Civil Service Aptitude Test [CSAT]

CSAT will consist of two papers as under:

geography of India and the world
• Indian Polity and governance – constitution, political
system, panchayati raj, public policy, Rights issues, etc.

poverty, inclusion, demographics, social sector initiatives etc.
• General issues on environmental ecology, bio-diversity and
climate change-that don’t require subject specialization
• General science.

(Paper II) (200 marks) – Duration : Two hrs

• Comprehension
• Interpersonal skills including communication skills
• Logical reasoning and analytical ability
• Decision making and problem solving
• General mental ability
• Basic numeracy (numbers and their relations, orders of
magnitude etc. (Class X level), Data interpretation (charts, graphs,
tables, data sufficiency etc. –Class X level)
• English language comprehension skills (Class X level)

From Civil Service Examination 2011, Preliminary Examination would consist of two papers- Paper I and Paper II.  The syllabus and pattern of the Preliminary Examination would be as under :

Availability of Seats and Reservations: Each IISER will be admitting about 100 candidates.
The percentage of seats reserved for different categories as per the Government
of India norms are:

15% for Scheduled Class (SC) category. 7.5% for Scheduled Tribes (ST )
category. Up to 27% for eligible Other Backward Classes (OBC) category
(non-creamy layer). Remaining seats are available for General category. Up to
3% for Physically Disabled (PD) candidates in all the four categories (General,

Counseling: Counseling for the admission will be held on May 6,
2009 for KVPY stream applicants and on July 2, 2009 for IIT JEE 2009 applicants
simultaneously and concurrently at all IISERs. A non-refundable counseling fee
of Rs. 1000 will be charged at the time of counseling. This amount will be
adjusted against the tuition fee for selected candidates at the time of
admission.

The Master of Applied Epidemiology (Field Epidemiology Training Programme) (MAE-FETP) course aims to develop and strengthen action-oriented competencies among the scholars in (i) Bio-statistics and Epidemiology (ii) Health Information Systems/Surveillance (iii) Outbreak Investigation and Response (iv) Epidemiological Investigations (v) Human Subject Protection (vi) Oral Scientific Presentations and (vii) Scientific Writing. Admission will be based on the Under Graduate All India Entrance Test (UGAIET) to be conducted on 26th April 2009 (Sunday), from 10 am 1 pm at Belgaum, Bangalore, Pune, New Delhi, Hyderabad, Ahmedabad, Indore, Panjim, Chandigarh, Coimbatore, Kolkata, Jaipur, Gauhati, Tirupathi and Vijayawada. The KLE-UGAIET-2009 will consist of one paper containing 200 multiple choice objective type questions with 50 each from Physics, Chemistry, Botany & Zoology. Each correct answer will get one mark. There is no negative marking.

Applicant should have passed the Higher Secondary Certificate Examination PUC II/HSC/Indian School Certificate Examination (ISCE)/any other examination equivalent to 10+2/HSC examination of any recongnized Board/University from any School/College situated in India/Abroad after 12 years of study. Applicant should have passed in the subjects of Physics, Chemistry, Biology & English individually & must have obtained at least 50% marks in Physics, Chemistry & Biology taken together and also should have scored 50% marks in English language, in the qualifying examination. Applicant should also secure at least 50% marks in Physics, Chemistry & Biology taken together at KLE-UGAIET- 2009. Those appearing/have appeared for the qualifying examination can also apply provisionally. Applicant should complete 17 years of age on or before the first day of December 2009.

Twenty percent seats are reserved under Management category including seats for NRI/and Foreign students. 2.5% of seats are reserved for children of teaching faculty of KLE University (KTC category) and 7.5% of the total seats are reserved for students hailing from educationally backward Belgaum Revenue Division consisting of districts of Belgaum, Dharwad, Karwar, Bijapur, Bagalkot, Haveri and Gadag (BRD category).
